Power BI Pro, at $14.00 per user per month, covers most teams that need to share and collaborate on reports. Premium Per User (PPU), at $24.00, adds larger models, more refreshes and the XMLA endpoint, but only among other PPU users. The right time to move from Pro to PPU is when you hit one of Pro's real limits, not simply when your team grows.

What Power BI Pro includes

Pro lets you publish to shared workspaces, share with other Pro or PPU users, build apps, and schedule up to 8 refreshes a day. Its semantic models are capped at 1 GB. For the full feature breakdown against Free and Fabric capacity, see our Power BI licensing guide.

What Premium Per User adds

PPU gives one person most Power BI Premium features:

• 48 scheduled refreshes a day, instead of 8.

• Semantic models larger than 1 GB.

• The XMLA endpoint, for tools such as Tabular Editor or DAX Studio.

• Deployment pipelines, for moving content through dev, test and production workspaces.

The catch is visibility. A report in a PPU workspace can only be opened by other people who also have PPU. A Pro user cannot open it, even if you grant them access. Microsoft describes PPU as the cost-effective choice when fewer than 250 people in an organization need Premium features; past that point, an organization-wide Fabric capacity usually works out cheaper.

PPU is a license, not a capacity. It does not let you create lakehouses, warehouses, notebooks or any other non-Power BI Fabric item. For that you need an F capacity, covered in Power BI Premium capacity.

Three signals that it is time to move from Pro to PPU

1. You are hitting the refresh limit. Your data changes more than 8 times a day and stakeholders are looking at numbers that are hours out of date.

2. Your semantic model has outgrown 1 GB. This usually means a large fact table with several years of transaction-level detail and no room left to compress further.

3. You need the XMLA endpoint. Teams that manage their model with Tabular Editor, or that need to query it directly from another tool, need PPU or a Fabric capacity.

If none of these apply, staying on Pro is the right call. Buying PPU for a team that never hits any of these limits pays for features nobody uses.

FAQs

Does Power BI Premium Per User include everything in Pro?

Yes. PPU includes all Pro features plus the Premium-only additions such as the higher refresh rate, larger model size and the XMLA endpoint.

Can a Pro user open a report shared by a PPU user, or the reverse?

No. Content in a PPU workspace is only visible to other PPU users. A Pro user needs their own PPU license, or the content needs to move to a Pro workspace, to be able to open it.

Can I switch a workspace from Pro to PPU later?

Yes. Changing a workspace's license mode does not require rebuilding the content; an admin changes the workspace's license type, and every user who needs to access it then needs the matching license.
